Declarations, Consensus Statements & Guidance Documents on Approaches & Programs

Declarations, Consensus Statements or Guidance documents usually describe the values, shared vision, aspirational goals and characteristics of a variety of approaches, programs and interventions designed to achieve long term goals, solve complex problems or to support selected populations. These declarations, statements and guidance documents define and describe what actions should be taken but often do not assign roles, responsibilities, resources, timelines or measurable objectives. These documents also do not require ministries, agencies of schools to coordinate the components & interventions which are described in the document.
Declarations and consensus statements are often presented as calls to actions or as non-binding commitments to joint actions by organizations or individuals. The ministerial declarations and consensus statements are usually quite general in nature defining principles and aspirational outcomes. Guidance documents can be quite detailed and can also focus on specific aspects, strategies or elements but still retain their status as recommendations and not as policies or action plans.
