International Discussion Group: Monitor, Report, Evaluate & Improve Programs

This page introduces our International Discussion Group on the monitoring, reporting, evaluation and improvement (MREI) of multi-component approaches, multi-intervention programs and large scale interventions. school-based and school-linked health promotion or healthy schools.The systematic Monitoring, Reporting, Evaluation/analysis linked directly to Improvement (MREI) planning of ministry, agency, school policies/programs and professional capacities, student health, safety and social development/behaviours/conditions and student learning about health/personal-social development is essential. These MREI processes should use reliable data sources to produce regular reports on carefully selected indicators related system/ organizational performance over time as a tool to focus system reform and improvement. The knowledge gathered within these discussions was started in 1990 with indicators defined for Comprehensive School Health by several Canadian organizations. Our early attention to monitoring and reporting for the purposes of accountability has evolved to an approach more focused on using data and evaluations for the purposes of self-directed improvement at all levels of organizations. Hence the acronym for this IDG is MREI, monitor, report, evaluate to improve.

This IDG benefited from a 1999 survey project done for the Council of Ministers of Education, Canada (CMEC) which reported on the status of health and HIV policies and programs in education and health ministries, local school districts and public health units, schools, teachers and nurses. The extensive report was similar to the multi-level School Health Programs and Practices Study done regularly by the Centers for Disease Control & Prevention in the USA, except that it reported on the activities and shared responsibilities of two systems.

Another Canadian project completed in 2005 also reported on these shared responsibilities with multiple surveys of health and education ministry officials. 


A series of webinars and wiki-summaries on MREI were funded by the USA Centers for Disease Control & Prevention (CDC) in 2010. This ISHN project was done in cooperation with the International Union for Health Promotion & Education (IUHPE). A Twitter-based news/research feed and a collection of Glossary Terms were also published at that time.

A 2016 project with the Eastern Mediterranean office of WHO produced several summaries and background information.

In 2021, members of the FRESH Partnership, began a series of web meetings on MREI topics that often included drafts of the wiki-summaries in this section.


As with other discussion groups in this KDE program and web site, it is expected that each group will recruit other participants, present their work in webinars/web meetings, prepare a set of Glossary Terms (GT) (1-2 paragraphs) on selected topics and start a Bibliography/Toolbox (BT) of selected research and resources. If participants' time or financial resources permit, the IDG can prepare longer summaries such as Encyclopedia Entries  (EE) (1-2 pages) or Handbook Sections (HS) (10-15 pages) which eventually can be published.
